The Stafford Act is the law that creates the framework for federal response to disasters, giving the President the authority to issue major disaster declarations and to provide federal assistance to states and localities when their own resources are overwhelmed. It organizes how the federal government coordinates with state and local authorities (through FEMA) and outlines the kinds of aid that can be provided, such as funding to repair infrastructure and assistance to individuals, along with measures to reduce future risks. This isn’t about international treaties, state budgeting, or prohibiting martial law—those are different issues.
